IPPS-Iscte is a non-profit institution dedicated to the promotion of the quality of public and social policies at local, regional, national and international level. Founded in 2011, the Institute results from the association between Iscte and other entities from public and social sector.
Our educational activities take place at Iscte, in locals indicated by the client (when projects drawn to fit specific needs) or on-line. You should consult the available information on your course.
Our activities are mainly carried out by Iscte professors and researchers. However, leaders of other entities collaborate with us.
Documentation and status application
The registration of candidates for most long term IPPS-Iscte courses is done at Iscte’s Fénix platform. Once you are accepted as a student, on person verification of originals is mandatory for:
- identification document
- Certificates
The whole process of checking your documents is carried out in the Teaching Management Services and it is necessary to schedule an appointment through online booking.
If it is not possible to perform this in person you can also send the documents’ official copies bypost.
They must be submitted via Fénix – Student – Academic requests – General purpose requirement.
The documentation supporting each request must be placed in a .zip file if it contains more than one file. When your request is denied, the system sends a message explaining why.
The student wishing to benefit from a special statute should submit his request in a proper form, dully filled in and submit it into the Teaching Management Services. Its recognition depends on the documentation submission and verification that needs to be attached to the form.
The following status are possible:
- Young association leader
- Iscte athlete
- High level athlete
- Worker
- Pregnant, postpartum and breastfeeding,
- Mothers and fathers with children up to three years of age
- Special needs
- Military
- Religious faith whose rest day or worship is not Sunday
Additionally, students covered by the following situations are also considered:
- Death of a relative
- Reporting requirement to the judicial authorities
- Temporary incapacity
- Class representative.
To request some of these statutes you must fill in the Requirement Form and attach the necessary documents listed on the regulations.
You should gather this information in a single PDF document. Then this document must be submitted through Fénix: Student – Academic Requests – Student Statute request.
It must be exclusively requested via Fénix: Student – Academic Requests – Student Statute request.

Please consult the documents supporting your request prior to submition. You can only submit one request at a time. The request can be approved or denied. When the request is denied, the system sends a message explaining why. The student must wait 3 workdays in order to submit a new request.
Iscte recently published the Student with Special Status Regulation in order to gather in a single document the rights of the students whose profile or situation fits the foreseen statutes. Consult it to find out the scope, benefits and procedures of each the statutes.
You must fill in the Accreditation Request Form and submit it via Fénix: Student Portal – Academic requests – Accreditation request.
The documentation supporting each request must be placed in a .zip file if it contains more than one file.
Teaching Management Services are exclusively responsible for the technical analysis of the accreditation request. If the request is correctly instructed, the services will approve it for processing.
The “approval” message doesn’t mean that the accreditation request was approved. It means that the request may proceed to scientific review by the special committee.

Evaluations and Exam Season
The academic calendar outlines 3 periods of evaluation. Every student regularly enrolled in a study programme is also automatically enrolled in the normal evaluation period or, having not attend that period, in the supplementary period:
- Normal period or first period, which is intended for the completion of attendance for students in continuous or periodic evaluation, or the execution of final exams for those who are not in continuous evaluation
- Supplemental period or second period, intended for the execution of final exams for students that could not attend the normal period due to the terms specified in the respective curricular note, those did not attend the test in the normal period, those who, having attended, withdrew from the exam, and those who failed in the normal period. Students who, having passed in the normal period, wish to increase their grade can also attend this period
- Special period, student finalists can attend this period, as well as those whose situations grant them an exception, as outlined in the Regulation of Students with Special Status at Iscte
According to Iscte Regulation, the special season is intended for students who have requested, within the legal deadlines, the Special Status.
All the information requests on course evaluation should be addressed to the respective coordinator and not to the IPPS-Iscte secretariat.
In every course, at the end of it, a quality monitoring questionnaire is sent. However, both IPPS-Iscte secretariat and the course Coordinators are always available to receive any suggestions, critics or compliments.
Tuition fees and payments

The discount applied to Iscte students includes students who are enrolled in another Iscte course at the time of enrollment in IPPS-Iscte course.
The post-graduate courses fees can be paid in a lump sum at the time of enrolment with the right to a 5% discount in prompt payment. You can also pay the tuition fee in instalments, and it always refers to one academic year. Non-EU students must pay 50% of the tuition fee ate the time of enrolment. The payment references on your invoice remain valid even after the deadline. However, in accordance with the tuition fees regulation, fines will be applied for late payment. Do not let your tuition fees accumulate and if you have any difficult to pay them, please do not hesitate to contact us. Together we will find a solution.
The non-payment of the tuition fees blocks your Fenix access, making it impossible to perform any academic act. You will also incur fines for late payment. Please check our Fees Regulation.
- If you give up before the beginning of the course the tuition fee paid will be refunded.
- If you give up during the first semester you must pay until the month (inclusive) in which you submit your request to us in writing.
- If you give up in the beginning of the second semester onwards you will have to pay the full tuition fee.
- If there is no formal request to give up, the tuition fee will be fully charged.
